Women's rights have just regressed 100 years or more, courtesy of our support to the Afghani government. As of today, women need to ask their husbands for permission to leave the house, visit the doctor, and get educated... as well as not having a choice in the bedroom - no refusals allowed... by law.
People are emotionally changed, maimed and dying for this?
Now a dry and arid stretch of land some stubbornly refer to as "a country". Give it up! One more day is a day too many.
Leave the rebels revel in the dusty caves and tunnels, the entire land (if one can call it that, is unsuitable for safe and sane living.
Offer exile to those that want out; it is a far more humane, dignified, compassionate, peaceful and, ultimately, cost effective route.

Exile sounds like a great alternative, provided every citizen, regardless of gender, can ask to get out.
It is indeed a mess, to say the least.

In my mind I envisioned "an arrangement".
You can have it "all" if you let those who want to leave, do so!
I am afraid this is much worst than the good 'ol times behind the iron curtain.
